To change IP address when moving the computer from one
ethernet network with a DHCP server to another, press 
"Start" to "Run" and type:
    WINIPCFG <enter>

Click "Release All" then "Renew All"

To make this more convenient, place a shortcut on your 
desktop to:
    C:\WINDOWS\WINIPCFG.EXE

Alternatively, type at the command line:
    C:\WINDOWS\IPCONFIG.EXE /release_all /renew_all
(Perhaps this could be scheduled as a task at logon)

When leaving school network, disable WinSock Proxy:
Click "Start"->"Settings"->"Control Panel"
Double-click "WSP Client"
Uncheck "Enable WinSock Proxy Client"

You can place a shortcut on your desktop to:
     C:\WINDOWS\SYSTEM\WSPCPL32.CPL
